Hi, I'm completely new to the Forum, but, I just tried to make a purchase with Paypal and got a note that my PayPal balance was insufficient. Given that I'm a direct transfer from my bank account that is over $1,000, I don't understand what's happened. Help!

Is your PayPal balance $1,000?  It sounds as if this is a purchase that you were trying to make, and it had to be funded from your PayPal balance.

The error message would be referencing your PayPal balance, and not the balance in any bank or credit card.  I would recommend using the "Add Funds" feature to move funds from your bank into PayPal before making the purchase.
