Think of PayPal as a virtual wallet - you can slip in your credit or debit card, your checkbook, or cash.
The balance is the cash in the wallet.
You can apply it towards other purchases or withdraw it out by clicking on "Withdraw" up at the top once you log in.

US PayPal members are not charged for withdrawals.
Some non-US PayPal members are charged for withdrawals when the withdrawal amount is less than the "specified" minimum amount.
Check the "Fees" section of your PayPal User Agreement to see if there is a withdrawal fee.
