Hi everyone!
Just a quick flyby post with a couple questions...
1) When a seller issues a full refund using the "Issue Refund" link shortly (within a few hours) after the payment was sent, does PayPal still retain the fixed fee portion of the payment? I ask this because some eBay members have posted that the entire PayPal fee including the fixed fee portion (30 cents) was refunded when they refunded the payment within 24 hours.
2) How does PayPal know when an eCheck payment has cleared? Does PayPal receive some type of automated response from the bank?

1) The fixed fee is always retained. If PayPal revereses the payment immediately (which can happen), we generally waive the entire fee. If they received it back through some quirk of the system after refunding on their own, though, more power to them!
2) Basically, yes. There's a number of other systems involved that are shuttling funds to and fro, and in between there, when we do finally get a notification that they've failed or arrived, we take the appropriate action. The notification itself could be said to technically come from a number of places. It just all depends on how.... detailed... you want to be
