We're happy to help answer any questions.
Cool.
First let me say the Teenage mutant ninja turtle talk brings back memories of my siblings interest and my childrens interest. I would have lost a fortune 20 years ago if someone had bet me my kids would like the same thing as my sister. LOL
On a more serious note.
Is there any discussion of making the criteria for the 21 day hold more transparent?
There continues to be reports of holds from members who seem to have no earthly reason for a hold?
While some uncertatinty is inevitable, too much uncertanty invites charges it is done at random.
Are the 21 day holds done at random?

dkid2000,
Great question! Glad to see another TMNT fan in our Community chat this week. 😄
I can assure you that there is always a specific reason for why holds are placed on an account. 21 day holds are definitely not placed randomly. Sometimes the reason for the holds can be related to multiple different factors. Like most of our security measures, we don't disclose exactly how the system determines whether holds should be placed on an account. The reason for this is that we don't want that information to be used to find ways around our security system.
You may have already seen these pages but they contain a lot of good information about the holds.
Frequently Asked Questions - Payment Holds
eBay Help page for Payment Holds
eBay Funds Availability Update
It's important to remember that holds are not always placed due to a seller's history on eBay or PayPal. Sometimes it just comes down to the type of items being sold. Some categories of items have a greater chance for disputes/claims or other issues.
Some of the main things we look at are:
· Account Performance – PayPal and eBay including any associated/linked accounts
· Business Model and Type including industry/category
· Financial Performance
· Profile information
· Length of PayPal selling history.
· Withdrawal and transaction Behavior/Activity
· Past Reversals, Refunds, Non-sufficient Funds bank reversals, Claims, or Chargebacks
I hope this helps shed some light on this. 🙂
