Updated expiration date on card, can now no longer use PayPal

PayPal's security system has flagged my card and is preventing me from using it to make online purchases, transferring money from the bank to PayPal, or transferring money from PayPal to the bank. I can't even send people money.  It has been confirmed by PayPal's Customer Support that it is a PayPal Security System issue and I've contacted my bank numerous times to verify there is no issue on their end. My bank sees ZERO declined transactions or issues with the card. The card also works perfectly everywhere else online and physically in stores. This is further proof the security system has falsely flagged my card that I've been using with PayPal for years. The issue originated when all I did was update the expiration date on the card. Everything else remained the same. Since then, I can't use my card meaning I can't use PayPal. It is the only card I have and want to use and I do not want to link my bank to PayPal as I want the instant transaction speed that comes with using a card. I need PayPal to remove the flag from my card so I can continue using it. Chatting with PayPal Customer Support to resolve this via the online chat and on the phone has been completely unhelpful and not supportive. We've literally gone in circles with the same cookie cutter copy, pasted methods posted.  We have tried every troubleshooting technique to include removing and adding the card and waiting 24, 48, 72 hours while PayPal "refreshed" my account and removed all "blocks."  At one point I waiting a week.  Still no difference. It is literally a PayPal security system issue. If it was my bank they could see the declined transactions but the transactions request NEVER leave the PayPal website for outside organizations to see. Combine that with the card working literally every where else proves the issue is not coming from my end.  I am seeking help on how I can get PayPal to please take action to remove the flag from my card.  I've reached the end of the "escalation" team, spoken to numerous supervisors, and none of them can help me.  I really want to escalate this to levels beyond what the general populous can attain normally.  Looking for ways forward.

May be a bit extreme but can you cancel that card with your card issuer and request a new one?

Then close that paypal account if you are able to and open a new one or get customer services to close the old one for you?

I have considered that but then I will have to update my card in a 100 other places just to get PayPal to work.  Which is a lot of work on my end when the card works perfectly fine everywhere else.  Especially when the error wasn't on my end but PayPal's.
