My bank card is bound to another user

My bank card is bound to someone else's card. Can I provide consumption records and receipts to prove that my bank card is stuck with me? How can I convince customer service to unbind it for me?

Surely you don't mean you let someone else add your bank card to their paypal account totally against paypal rules?
