How to link a US $ Bank Account

I deal with Scotiabank in Canada. I have my Canadian dollar bank accounts and credit cards linked to my paypal account but I have not been successful in linking my US $ savings account to my Paypal account held at Scotiabank in Vancouver, B.C. I get to Choose Eligible Account / Accept & Link = We're sorry. We're not able to process your request right now ... Please check your Information and try again. Tried again and received the same response 3 days in a row.

Has to be a U.S bank account opened on U.S soil and not a virtual / digital account like wise or payoneer OR a USD currency account.

Does this mean that even if a company is Canadian, it can add a USD bank account to their Canadian PayPal account as long as that bank account is at a US domicile bank?  For example, I open a bank account at Bank Of America, and I can then link that to my Canadian PayPal Account?  

This is for a business by the way.
