When it asks for credit card info, you can use a prepaid credit card.
Matter of fact, you can use a prepaid credit card with a zero balance.

We have found a solution to Error ''[OR-PPEH-03]'' and it does work!
Requirements:
- You need a Credit/Debit card
- Laptop or Desktop PC (Optional)
Steps:
- Go to "https://play.google.com/store/account" in your browser
- Sign in and click ''Add Payment''
- Select PayPal. It will redirect you to PayPal. Press ''Continue''
- Once in PayPal, sign in to your PayPal account
- This is what our friend "Smokeyy" told us... Enter your Credit/Debit card information
- Once you do that, press the "Agree and Continue" button
Your PayPal account should now be linked to your Google Play Store account

But why do I have to add a credit card? Really annoying. 😞
I'm trying to connect my Paypal account to Google Play and the instruction given here is that I have to add a credit card, I don't want to do that. I use bank transfer when I want to add money to my PayPal account.
