I'm sorry for any difficulty you've encountered with the pre paid gift card you mentioned, but PayPal's Security System likely can't verify the card when you want to use it to pay for a purchase. Cards have to have certain information attached to them, including a billing address, but pre paid cards don't have that, as a rule. If the card can't be verified or confirmed when it's time to pay for a purchase, it won't show up as an available payment method.
It's actually best not to add a pre paid gift card to your PayPal Wallet since there would be no way for a refund to be directed back to the card if that were ever necessary.
