Try a credit visa.

However Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.

I'm sorry you're having difficulty updating your payment method. I suggest checking out these Help Center articles: Why can’t I link my credit or debit card to my PayPal account? and Why can't I link a bank account to my PayPal account? If you're still unable to add the card after trying these troubleshooting steps, please reach out to Customer Support through one of these options. 

I hope you can add the new card or bank soon!
