how long does it take PayPal to remove my card totally so that I can add it to another account

I just removed my debit card of my PayPal account. How long before I can link it to another account

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues adding your card onto another account. If you've already removed your card from the other account and you're still unable to add it to the new account, it may have potentially reached the maximum number of accounts i can be on it's lifetime. I would recommend reaching out to your card company and requesting a new card number if that's the case.
