Hi I tried to link a new card to my account and it says can’t verify identity even though I approved it separately on my online app for my card?

Are you using a VPN? If so try adding it without (also against paypal rules to use one).
Does the billing address of the card exactly match your paypal account address?
Is it a physical card and not a virtual/digital account?
