Unable to add bank account

I am not able to add my bank account. When I put in the details, a error pops up showing "go to the resolution center so that we can help you resolve this quickly"

Okay I couldn't find this before but after going through help center again and checking limitations I found this, "You can no longer use PayPal............ We noticed activity in your account that's inconsistent with our User Agreement."

Ah ok, unfortunately that is a permanent ban message as paypal are no longer offering you their services.

But why ?? And can I never do anything on this account now? It won't even let me delete the account.
