Paypal Can't confirm my debit card. Retried many times. Need help!

Here is what the error looks like. Im from Malaysia btw. I tried to even remove and re-add my card. I receive the OTP number from my bank and added it in but it still shows this error afterwards. I have also tried emptying my cookies&caches and retrying on different browsers but it still persists. 

I'm really just trying to make my payments on Etsy! Do help if anyone has experienced this before 😞
