Link a (non U.S.) Moldova bank to PayPal business account

Hi!

I try to link my bank account so I could withdraw funds from my PayPal business account. I've set the USD as the primary currency. Me, my business and my bank are located in Moldova (non USA). I don't understand why but the PayPal app prompt to me form 'Link a U.S. bank account'. And I can't fill correct this form. 

Please help. How should I link my VictoriaBank https://www.victoriabank.md/ so I could transfer moves my PayPal balance to my bank account? Or should I link VISA-business card and use it for this purpose?

You’ll have to withdraw to card in Moldova (MD), Visa card will do.
