From the error message received, this issue usually relates to the bank/card information you have registered on the PayPal account. If this is the case, please ensure the financial information can be used on PayPal. You may need to check this with your bank/card issuer. Once they have advised you the financial information can be used on PayPal, please complete the bank/card verification process, prior to using the top-up feature.
