Incorrect negative balance: PayPal can't find my Chase credit card rebill

I was scammed in April for $5,100 so I immediately filed a dispute with both PayPal and my Chase CSR (and filed a internet crime report) when I found out. I got $5,100 back from both PayPal and Chase, which took money from PayPal's intermediary bank given the zero fraud policy. It seems like I got duplicate refunds, but this is incorrect because as soon as the case was resolved by PayPal, Chase rebilled me the $5,100 so everything balances out - I am net zero and it clearly shows on my credit card statements.
Three months later, PayPal contacts me saying my account has a negative balance of $5,100 because they didn't receive the refund from Chase (claiming that I got duplicate refunds). Chase said the funds had been immediately returned to PayPal (or its intermediary bank) and my CC statements are a proof. When I contacted PayPal and provided my CC statements they still said there's nothing they can do to locate the funds. What should I do? I shouldn't be charged for PayPal's own operational mistake.
I spoke with a supervisor and got the following follow-up email:
Thank you again for taking the time to contact PayPal. Based on our conversation, I wanted to send you some additional information that you may find helpful.
I am sending this message to document that we have discussed and agreed that $5100.00 USD was billed from your account to be returned to PayPal. Although your credit card statement shows that your bank have attempted to return the funds, we still couldn't take any action in crediting the money to your. It may take 75 days for PayPal to get this confirmation.
It is my pleasure to assist you. Thank you for choosing PayPal.

I am facing the same thing on 2 smaller transaction of $103 and $90 separately.
