Hello, I want to confirm my card but it says: Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions. WHAT SHOULD I DO?

That means you should try a different card (or bank) or contact your bank, that issued that card on why PayPal doesn't work with that card.

I only have one card/ one bank, So I can not change it. If I need to contact my bank, what should I tell them exactly? Thank you @TonyTam

Yes, try adding Visa (Classic, Gold or any upper grade) or MasterCard (Standard, Gold, World, etc.) credit cards.
These are worldwide known and issued by amost any bank in the world. PayPal support them.
I don't know all the details about your issues, sometimes in some countries there are local bank cards that may not be supported by PayPal.
Or try to ask your bank about PayPal. Chances are you are not alone and bank has the answer or ask them to check why recent PayPal transaction failed.
If they don't understand, ask why recent internat transaction failed.
Something like that.
I think PayPal makes transaction via Luxembourg in your country. Like PayPal does everywhere in Europe and close to Europe countries.
Maybe you should ask your bank to open Luxembourg (or all European region) for transactions. That's the most failing reason I think!
There are also Unted States and HongKong transaction centers for PayPal (HongKong used rare, mostly for chinese sellers on eBay).
