How to get refund for failed card confirmation when the code & contact support isn't working?

How do I get a refund of the amount charged to me by Paypal for trying to confirm my debit card to remove pre-set limits on my account when I tried inputting the 4-digit code in my bank statement, a notification said that the code was invalid and when I tried clicking the "contact support" button which showed along with the invalid notification, I thought I will be redirected to support but the screen just froze and I was left with nothing. I was charged money but my account restrictions were not also lifted so what do I do?
