How to Unlinked the deactivated account's debit card

hi,

I have an old account before because I changed my country, so the old account could not use in this region, so I deactivated the old account.

But when I opened a new account and try to link the old debit card, it prompted an error 'this card has already linked to another account'.

While the Old account has been deactivated, could not find the login information.

How to fix this, thank you!
