You can only link a U.S bank account opened in the U.S (this is a service for U.S ex-pats living overseas and provided because paypal is a U.S company).
You can't add an online or digital USD bank account as its not Paypal supported unfortunately.
If your country you have to add a visa credit card for auto-withdrawal of funds.
