Error linking a removed card to a new account

I am trying to link my card to a new account, the card was removed from the old one already but i am still getting an error linking it. I called paypal and a nice rep told me it was removed from my old account and to try again later, I waited until the next day but I am still getting the same error. I used different browsers and cleared my cache, but same result. I tried contacting paypal again but am not getting through, Can anyone offer some advice.

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?
