I can't add my credit card to the paypal account.
it says ''Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions."
what can be the problem and what should I do to solve it?

I am receiving a similar message, but not identical. In my case in tells me to try again later.
I forgot to set me primary currency that corresponds to that of my debit card and the dummy transaction was rejected a few times. Now this message when the primary currency is set correctly.

Contacting your card issuer as advised seems a first plan of action.

@peersephonne and @DavidZiants, welcome! I'm sorry to hear you've run into some issues adding your credit card to your PayPal account. Have you tried the steps in the following Help Center article: Why can’t I link my credit or debit card to my PayPal account?
