Can`t link bank account or bank card

Hi Team, 

I can`t associate my bank account or bank card in $ with PayPal account. I am getting an error that this Card could not be added. I tried a few other cards without success as well. Is there any specific restrictions for Ukrainians nowadays from PayPal side?

Firstly you are using a Russian account, Russia accounts have very limited useage due to the recent Paypal block on them.

User Ukrainer: Russia Personal Account

If you are using a Russian account because you can't receive funds in the Ukraine via goods/services then it won't work for you.

Best to open an account in your own country however .......

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.

I did not realize that my account is associated with russia. 

Is there any chance to fix it without opening a new account? Cause I have specified my cell phone and documentary confirmation of my account which proves the correct origin.
