I am trying to pay somebody for services they rendered via paypal. I have their invoice, I have their email address and they wish to be paid via paypal. I go through the "send money" to somebody and everything seems fine until i get to the confirm my identity via an SMS message to my phone. I click ok, I get the code, I enter the code. Then Paypal says on screen "identity confirmed" and BANG! I am back to the confirm identity choice screen, select SMS or Call Me. I have tried both, I cannot get out of this loop and complete the payment even though Paypal reports my dientiy was confirmed. is it broken?
