cant pay with it ANYWHERE in my country, Hungary, cant link bank or card (unverified for weeks). so really, what can i do with it? Groceries, home appliances , anything... thank you.

Well you are using an Israeli paypal business account.
So why are you using that countries paypal account if you are in Hungary??
