payment unsuccessful. your bank account has not been charged

Like 30-40 euroes have went through my paypal account in its entire history. Recently when I tried to add to it another 15 euroes, i was told "payment unsuccessful. your bank account has not been charged". I asked on twitter support chat and was told there to wait another 48 hours. But the same rejection msg.

 

I created my account in Europe, Latvia. I tried to transfer my funds from my "Swedbank".

Update: I CALLED your tech support and got by answer and was told to talk to Trusty topup company, because problem is on their part. This forums didn't respond in like 48 hours time. Very low customer support service here.
