friend payment sent as goods & services payment by mistake

I have a personal account and receive money from friends periodically. A few times they’ve sent it as payment for goods & services by mistake. There is a service fee taken out of the payment. Should I refund the money even though I’m not a business? Will it cost even more to refund it? I’ve just been eating the service fee. These are payments from/to US bank accounts although we are in Japan (US military base). I’m not sure how to handle this - refund the money? have them request a refund (is this possible?) live with it when they make this mistake?

However don't refund as Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.
