charged transfer fee even though i didn't receive my money.

i transferred my money to my bank account. it was listed as declined but also completed at the same time. my account got charged even tho i didn't receive my money in my bank. i was using the mobile app. how do i resolve this issue and is it possible for me to get a refund for the transfer fee? this had happened 2 times in a row.
