card does not appear as an option to withdraw

I have a Visa card from my local bank CIHBANK.

I used to withdraw monthly from it. Now, when I go to the transfer page, the card does not appear as an option.

Is there an explanation?

I literally signed in to this community to post about this issue. I had two cards linked from CIH, MasterCard and Visa. None of them is showing up here. I tried to link another card from Al Barid bank that's actually a Debit card, but they can't confirm it. Customer service is not available now so I can't chat with them, but as a last resort, I may look for someone who exchanges Paypal credit with local currency and does a change with them, but this is not a permanent solution. We need to file a claim with Paypal, the more the merrier.

they have some technical issues with the banking system related to PayPal and the central bank, but it is about to be resolved.
