can't transfer the funds

Hello, PayPal community. My account got limited and now 180 passed. So today I received an email from PP with the title

"Your PayPal funds are now eligible for withdrawal."

And it stated that I can now transfer my balance but I'm not using anymore that credit card I got linked + it won't let me send the money to my friend's PayPal account.  So how can I withdraw/transfer the stuck funds? Thank you.
