Can I contact paypal costumer support here on website?

Hello, PayPal community. My account got limited and now 180 passed. So today I received an email from PP with the title "Your PayPal funds are now eligible for withdrawal." And it stated that I can now transfer my balance but I'm not using anymore that credit card I got linked + it won't let me send the money to my friend's PayPal account. So how can I withdraw/transfer the stuck funds? Thank you.

Hello, i got a new card from bank a fresh one since but when I try to link it it says "Your card has been declined. Please try a different payment method." I have linked the old card which is not working anymore. I can;t link the new one + i tried with a master prepaid card it wont link it either. Any help please? Thanks.

Hello sir. It got resolved by it self. I had a payment on hold and when it got released the account didnt show anymore that problem. But however now I ahve a different problem. When it didnt work to withdraw with my already linked credit card I canceled that card in bank and asked for a new one. Now I can't link the new one and lost access to the one that is already linked lol. How should I proceed? Any idea? Thanks!!

The card i used for withsraw was working just fine but now it doesnt. So now im trying to add a new card but it wont link. Whats going on here? Thanks
