Why is my debit card denied when withdrawing from account?

So a couple weeks ago my card was deactivated so had to get a new one. When I got it, i updated my payments on my accounts to the new card once it was activated. All of them work, except Paypal, specifically when transferring money from bank to paypal to avoid the "3 days" and go for "seconds". I make the request and it says it got denied, and I know i have money to cover, but everytime says the same thing. Why is it getting denied? Bank is Alliant FYI

I understand you're receiving a denial message when you try to add money instantly using your debit card, and I'm sorry for any inconvenience this has caused. Since you've recently added the new card, that could be why it's not currently available as an option for adding money to your account. I'd wait to try using it to add money again until after you've used the card a few times to make outgoing payments. If you're still unable to use it at that time, please reach out to Customer Support by selecting 'Contact' at the bottom of our website.
