Why is Paypal not available in Nepal?

I have been hearing from customer support on multiple occasions that they do not support Nepal due to policy of Nepal. I would like to know what are those policies?
What sort of policy and infrastructure is required so that Paypal can enter Nepal (At least the ability for Nepalese customer to be able to receive fund to begin with).
I am in touch with banking policy makers and fintech entrepreneurs from Nepal and everybody has this common understanding that it is high time we reform such policies.

Firstly if you are in Nepal then you should not be using a U.S paypal account, it won't work for you and would soon be limited.
Secondly you can open a paypal account in Nepal, however the option to receive Paypal payments is sadly not available you can only send payments for purchases funded by your (confirmed) credit card.
Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.
Advice is voluntary.

@kernowlass Thank you for the valid concern but I am U.S. based entreprenuer and this is US based business that I am raising the concern from.
I am Nepali Origin and have been in contact with Government officials who pose this same question, I am posting this question on their behalf.
I am concerned why receiving money in USD is not possible with Nepalese paypal account and why no banking integration is available for Nepal..and what policy is Paypal referring while not making these services available in Nepal and what reforms would make this possible?

Thank you for your post. I'm sorry for the inconvenience that you're experiencing with the country availability.
The information given by @kernowlass is correct. If you are using PayPal from Nepal, the account would have to be registered in Nepal. Using an account from a country in which you do not reside and are not logging in from is something that is not permitted.
