I am a patreon creator from Thailand, and in the past I have easily been able to transfer my payout from my creator account into my Paypal. However, recent attempts have resulted in this email:
"Your payout of $___ was returned by Paypal and is now available again in your Patreon account. Please resolve the issue in your Paypal account and then retry the payout in Patreon."
It seemed to work at first, allowing me to verify the payment on the first attempt on Paypal (it seemed to have reached its destination). However, more tries resulted in this. This is seemingly a Paypal issue and not a Patreon issue (as per the email tells me).
Is this an issue pertaining to the nature of the payout, which is for 'goods and services'? My PayPal account is a personal account that can send and request funds from 'friends and family', but not goods and services, apparently. Or is this an issue with my country of origin?
