Why can't I pay with my PayPal Balance? (Croatia)

Hello! I would like to know why am I unable to make payments with my PayPal Balance? My recent payment was declined, and I'm not sure what to do. I wanted to contact PayPal directly, but I couldn't find any contact e-mail, and Customer Support Agents are not available. I would really appreciate it if anyone could help me with this. My location is Europe, Croatia. Also, I've already converted the USD to my currency, but the payments are still not going through. Thank you in advance!

Funds have to be cleared and not pending and in the correct currency.

Secondly if you have the option to use your balance as your primary funding source then.........


Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in the balance option.

 

However merchants can block certain funding sources or paypal sometimes do dependent on risk factors associated with the sale.

Thank you for the reply! I've managed to get in contact with PayPal, and it turns out the issue was with my location/region, as Croatia PayPal users can make a payment using a credit card only. Therefore I'm not able to use my balance as a funding source.
