Why PP is NOT allowing me to use my CC Issuer to convert payment currency?

I have been using my Credit Card issuer for years to convert my payment to a foreign currency instead of PayPal. Recently (Last three months) PayPal has NOT allowed me to do this. It forces me to use PayPal as the currency converter. YES the option to use my Credit Card Issuer is THERE, the button works, when I select it it goes to work and it comes back UNCHANGED and defaulting back to using PayPal as the Currency Converter. WHY ?
Why give me the option and not allow it?
PayPal says is my card, NO ITS NOT. Been using SAME CARD without issue for years.
PayPal then said "it a security measure" but they "Could NOT tell me why or how to fix it" REALLY ??

I do understand that you have issue with your currency conversion. Please reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page to get help with your issue. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

Also having this problem using my canadian's MasterCard to convert the fees instead of PayPal. I also have the option on to default to the card's conversion but they ignore it and charges me PayPal's own conversion rate in the transaction details.
I also contacted support and they gave me no help at all, blaming my card and assuring me they are not using PayPal's conversion fees when I clearly see that they are in my emails and transaction details.
