Can't make a refund

I received money as 'friends and family' a few days ago but now I need to make a refund. When I try to do this I get an error message: "This Transaction type not allowed for Refund , please contact PayPal customer support for further details." Since when did Paypal remove the ability to make F&F type transactions for refunds even if you have the required balance on your account ? Strange.
