Why I can’t use PayPal balance for Xoom transaction anymore?

I’ve been calling paypal & Xoom customer support back and forth since mid-October to fix my account but nothing as been fixed, I cannot use my PayPal balance anymore for Xoom transaction and I meet all the requirements to do such, why I cannot anymore.? This is how I always send money why this happen suddenly? I have a US account and sending to USD currency

Paying with your PayPal balance

Your PayPal balance will appear as a payment option if you have enough available balance to pay for your Xoom transaction in full, including fees.

The available balance must be in the same currency you’re sending, and your currency options are based on where you live.

@kernowlass Yes I meet all the requirements, I used to do that before and suddenly I can’t

I’ve been calling every day, when I call Xoom they tell me to call PayPal when I call PayPal they tell me to call Xoom 🤦‍♀️ @kernowlass
