Who is responsible for paying the refund?

3:30am. I try to reserve a hotel room. PayPal debit card is declined. Luckily I find another hotel. At 9:30am Paypal texts and asks if I had tried to rent a room.earlier. I text back "yes.."  I was never asked if I still wanted it.  My request for a room was declined 6 hours earlier. and still,  PayPal sends the hotel $72 for a room I no longer needed or had even approved.. Now Im out $72 for a room I never used and both the hotel and PayPal will not refund my $72. This happened weeks ago. Dec. 30, 2023. Help! As of today Ive argued with both 14 times in total. I'm told "The Investigation" could take up to 90 days!  Help.

Welcome! Thanks for visiting PayPal's Community Forum. I'm sorry to hear about your recent experience funding a hotel room booking with your PayPal Debit Card. Normally, any issues with debit card purchases like this are best handled with the merchant. If you would like to open an investigation with PayPal Debit Card support, it would have similar time-frames and processes as you would opening a dispute with your bank debit or credit card. I would recommend reaching out to PayPal Debit Card Support by using the phone number on the back of your card or information here for further assistance.
