Sending payment in a currency I already have

I've money in a few currencies in my paypal wallet, including USD. However, when I want to pay one of my friends (who lives in the US and takes USD), it'll convert from my default currency and charge me a conversion fee rather than take from the USD that I already have. How does this make sense, and is it completely impossible to pay from my USD balance? I've seen a couple of other people have this question but from last year and without resolution, which is why I'm asking here. Thanks.
