Seller charges Me $89 he claims PayPal won't refund him?

Per title. Buyer (Me) cancels a "customer order" from a Seller within 24 hours of purchase.
Yes, I cancelled, but have never been charged like this. Already ready a few posts.
This was custom(didn't see not in stock) from the USA but third party item is made in Europe I guess.
This is his words: "your payment with non-refundable fees of $89.69 which means PayPal will not give that back. Tell me what to do here, this is a special order item etc."
I was refunded the residual. Is that all there is to this? Thanks in advance.

Buyer protection on paypal generally does not cover 'custom' made items.
Have you considered doing a chargeback if you funded your paypal payment via a credit card?
Advice is voluntary.
