Refusal to release money

My account was permanently limited in January and my money was withheld for 180 days in case any dispute was filed against me, when the time lapsed, I contacted PayPal regarding the removal of my money, I was told I could only give instructions for the money to be transferred to another PayPal account and I was assured the money was 100% eligible to be transferred. I provided the instructions and after having to check in severally, I was informed I need to provide another account without being given reasons why the account i provided cannot receive the money, I have tried to find out why as the account is a valid PayPal account and it is difficult getting a trusted account, but I have been receiving various responses from different customer service agents with all of them refusing to address my concerns, in fact I was told my account was going to be closed at some point, all I have done is ask for my money.

In your country you have to add a credit visa card to receive funds and allow the auto-withdrawal of those funds once the card has been confirmed.

I cannot add any payment information because I am no longer in the country where I created this account. My account has also been restricted but I was informed that I can transfer my money to another paypal account, I provided proof of address, valid identification and letter of instruction for this and I am being told to look for another account and give another letter of instruction with no reason why the trusted account I provided won't work, this is an account that is registered on paypal.

Unlikely you can transfer the funds to another paypal account that is not registered in the same country as your old account.

Re-read my first reply, they cannot access funds from ANOTHER COUNTRIES paypal account.

Even customer services cannot do that as has been proven enough time over the years.
