Refund fee for a wrong payment I received

Hi there. In my account I just received out of nowhere a payment that I don't recognize. I contacted the person via email and they said they sent it to the wrong paypal email address. I was going to refund it, but I've read that the fee paypal took (around 35 EUR) will not be refunded to me.
I don't understand how this is possible. It's unlawful and this can be abused over every kind of immagination. If tomorrow I send 1M USD to a random person or maybe someone I know, and then I ask the money back, they lose 30.000 USD for the commission paid on that ? This does not make any sense. I could easily make companies fail if this was true.

You just do a part refund minus the fee element and email the sender to state as the mistake was theres then you deducted the fee element from it so that they cover the fee.
Advice is voluntary.
