Is there a fee charged for the recipient to send money (by invoice)from a non-US account to another non-US account?

For goods/services payments the seller pays any fee.

If you are sending a gift of money via the friends/family option then its normally the sender that pays any fee but only if they fund the payment via a card, if they fund it from their bank account or funds in their balance then its normally free.

 

Be very careful of scammers that tell you that you have to pay an upfront fee to receive paypal payments.

Can I ask for a receite from paypal which declares no transaction fee for both sides?
