Pending transaction not removed after finalized?

I was charged from my balance for a store purchase 2 days ago, and at 1 am PayPal charged me again, same price, same store, while I was asleep and never removed the hold. I woke up to a negative balance and the hold still isn't removed. Help center says it can take until November 15th to reach a resolution? How can I get my money back?

If your unable to login into your PayPal account do reach us via phone and kindly select "Call us as Guest".
