Paypal denied payment through google with error code OR_FGVEM_17

Recently, when I tried to rent a movie through youtube (google service), google claims that paypal denied the payment because of a "Status issue". It also returned the following error code: OR_FGVEM_17.
I tried other sites where possible like google play, but all I got were similar results: Paypal denied the payment.
I even filled my paypal account with some money just in case and it still didn't change anything. Asking the Internet was just as fruitless.

I'd be glad if someone can clear up my confusion here

This error occur when your debit or credit card have some issue, like international transaction is not enabled on the card or wrong information of card entered or no further debit transactions allowed by bank on the card.

What you can do is to try with another debit or credit card and you will be able to complete the transaction.
