Payment on hold

I have received some money from my friend in germany knowing that i live in UAE however the amount is on hold because its a new account however i have few questions 1-if i refund the amount to my friend will the fees be refunded too? 2-do i really have to wait 21 days before the amount is available to use? 3- Is there any suggestion to get the amount faster than waiting 21 days? Thank you

1. Unfortunately not, the fee would be to pay for paypal processing the initial payment for you and the return.
