Moved country with leftover balance, cannot withdraw it now

Greetings,

I recently moved from US to Portugal, without being aware of the specific country limitation I left my balance in the US paypal account.

Now Paypal is asking me proof of US address and a US bank account to withdraw the money which I am unable to do.

I have tried to reach out to support but they keep telling me to just verify my address, seems like they are not understanding the problem or not able to escalate it to the specific authorities.

How can I solve this issue?

Thanks

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

Advice is voluntary.
Kudos / Solution appreciated.

It's been 2 months of back and forth messaging Paypal.

On facebook they want me to call a US number (international call, which is gonna cost a fortune).

I understand I am at fault here for not knowing what I had to do previously but the deed is done so there must be a way to fix this problem without accruing more costs to me.

And oh my god! their customer service is bad. All different ways of reaching out always end up in a dead end.

I also understand that security policies need to be in place to protect people's funds but there is a middle ground for everything.

It's been such a frustrating experience...
