Money is on hold in my friend's Paypal

I sent money to my friend in Philippines but he's unable to receive money as it shows as on hold for a week now. He has added shipping information and marked status as shipped and I received mail as it is shipped. Actually there is no service being shipped, I sent him money for his family needs. But in my paypal account, I can't see 'Confirm Receipt' option under activity of the transaction, and hence he is unable to receive this money. It's shown all over youtube videos where confirm receipt solves the problem of money being held, but this option doesnt even appear in my account. We both use personal accounts, not business accounts. Does this mean Paypal is useless as money transfer between friends around the world? It is used only for business or what?

You don't have the friends/family option in your country so all payments go as goods/services.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer sender may have the option on their account to mark the transaction as delivery/satisfied. If the buyer sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
